Arab society in Israel faces a significant challenge with high unemployment rates among young adults. Recent studies point to an alarming rise in the number of NEETs (Not in Employment, Education, or Training) individuals aged 18–24. In 2019, NEET rates among young Arab men reached as high as 41% in some regions—among the highest in the country.
Root Causes of the Challenge
The causes are complex and include high dropout rates from the education system, with about 30% of boys in this age group not enrolled in any formal educational framework. Difficult transitions into adulthood, limited job opportunities, and deep socioeconomic disparities further widen the gap and reinforce marginalization.
The Impact of the COVID-19 Crisis
The COVID-19 pandemic exacerbated the employment crisis, with many young Arabs losing their jobs, particularly in sectors reliant on low-skilled labor. The “last in, first out” (LIFO) phenomenon severely impacted these young adults. According to a 2023 report by the Israel Democracy Institute, Arab society suffered the greatest employment blow during the pandemic.
Barriers to Employment Integration
While Jewish young adults often have access to various integration tracks, Arab young adults face substantial barriers: limited Hebrew proficiency, economic hardships, and a lack of tailored employment pathways. This complex reality often leads to frustration, alienation, and in extreme cases—violence and crime.
