The program is intended for Arab young adults aged 18-24 who are not involved in an education or employment framework. It provides participants with a gradual, tailored path to integration into the workforce, through self-empowerment, developing skills, professional training for in-demand fields, and connection to employment opportunities.
The Basma pre-employment program is run in collaboration with the Joint, employers, training centers, welfare and education agencies, and regional organizations. Eight Basma groups are active across different municipalities in the Negev—Kuseife, Segev Shalom, Ar’ara BaNegev, Hura, Lakiya, Rahat, Tel Sheva (operating in Beer Sheva), and Neve Midbar (operating in Abu Talul)—with about 200 young adult participants.

The program is based on the understanding that significant gaps exist regarding young adults’ integration into the workforce, especially among disadvantaged populations in the periphery. Many young adults face barriers in their paths to workplace integration, including lack of workplace skills, social and personal challenges, lack of appropriate professional direction, and inadequate command of the Hebrew language.
The six-month program consists of 300 hours of professional training alongside personal and group support. Participants gain the tools and skills necessary for the workforce, including English and Hebrew language skills, digital literacy, professional skills, and preparation for the work world.

The process consists of three main stages: introduction and empowerment, training for and exposure to the work world, and finally preparation for the individual job search. Over the course of the program, the participants meet with employers, gain experience in different workplaces, receive training for job interviews, and learn how to write a resume and present their skills. Every participant has a personalized plan built according to their skills, needs, and goals, according to which they receive support and direction during the individual job search process.
